Abstract
In the context of climate change, Climate Change Mitigation and Adaptation Plans (CCMAPs) are vital in the Amazon. This study analyzed the commitments, challenges, opportunities, and implementation actions of CCMAPs in the capitals of the Pan-Amazon region. Using the C40 Cities method, it was found that 47% of the capitals do not have actions for the development of CCMAPs. Rio Branco is the only Brazilian city with a CCMAP, but it has gaps. Bogotá, Lima, and Quito showed more effective plans, standing out for their international partnerships and investment in technical expertise. Barriers include a lack of partnerships for CO2 inventories and clear investment goals in climate infrastructure.
